Lead. But looking for plated input too. Increasing .2-.3 for plated?
Can't help you with the plated HBWC, but the plated DEWC sold by Berry's is the bee's knees over 4 grains of 231/HP38, seated to about 1.27" OAL. Stoopid accurate, reasonably peppy enough that I would not want to stand in front of one, and shoots clean.

Is this load for 38spl brass or 357mag brass?

I use 3.6 gr under the Berry plated HBWC. It gives about 690 fps out of a 3" barrel Taurus Model 65 and is more accurate than I am.

And usually the HP38 will cost less. Never understood that.Yes, Win-231 or HP-38, whichever my LGS happens to have in stock. It happens to be my go-to powder for .38 Special, 9 mm, and .45 ACP. As mentioned by others, they are the same powder with different labels as confirmed by Hodgdon.
My understanding is Hodgdon does everything for both products with the differentiating factor being the Winchester branding and the licensing costs they pay to be able to use the name. I would think Hodgdon raises the price a bit more than that as the payoff in the scheme.And usually the HP38 will cost less. Never understood that.
