Can you use 38 super dies as 9mm dies somehow? I have two sets of dies in 38 super and need 9mm dies. Can one be used for 9mm if you just adjust them down to the proper size?

My Guess Is - No
My gut reaction to your question was "no", so I pulled my Lyman 48th ed reloading manual. 38 Super is a straight case - Lyman shows it as .384 just ahead of the extractor groove and .384 at the case mouth.
9mm, on the other hand, is a tapered case. Lyman shows .391 just ahead of the extractor groove and .380 at the case mouth.
You would be re-sizing the head-end of the case too much and you'd be leaving the case mouth too large by .004.
