I was just wandering if any other dealers are having a rough time getting the new 4473's? I have ordered 3 times since they were 1st introduced and haven't received anymore than the initial 45. All the surrounding dealers that I have talked too are in the same boat. Luckily, I was able to procure 20 from a local guy that keeps an FFL, but doesn't have a buisiness...Is this a new choke point for firearm sales?
 
I was making purchase Wednesday and had to use a copy the dealer had made because he also had no forms. When questioned he said that when he received moer forms he'd fill out the rest and keep them together.
If he's happy, I'm happy. I did my part.
 
I had the same problem. I ordered 150 at the shot show, right at the ATF booth, got the order confirmation and didn't get the forms. Ordered again Feb 4th and same thing. After my 4th call to the ATF, I spoke to someone who listened, I told her that I was getting guns for a hunting club gun raffle, paid for them, and couldn't transfer any. as I had no 4473's. She said she would talk to her superior and try to get them out via next day delivery. I didn't expect to get them that fast, but UPS brought them.

On one of my calls, I was told the holdup was due to the fact the funding was not allocated for the forms, hence the delay.

What ever the reason was, I was glad to get them. QM

No funds? WTH? Did they have funds to print the old forms?
 
Considering how much tax money we pay to the Govt. this is inexcusable. I just read about how the Navy is having to strip parts off of F 18 static displays to keep their aircraft fleet even partially operational. I also read that an entire Army Airborne Brigade of helos was sent to the Middle East but they only transported the helos and pilots with no technicians, mechanics or test equipment or spare parts so now we have to pay foreign contractors outrageous prices to maintain these helos. Back in the early '90s I was working the gun show circuit in Ill. when they began the background check requirement at gun shows (this was before cell phones). The show promoters set up land line phones at the venue so the dealers could call the State Police for checks and on the first morning of the show when we would place a call for a background check we would be told "Sorry, the system is down and no checks can be performed". It always went down on Sat. morning and lasted all weekend and then miraculously on Mon. morning after the show was over - the system was functional again. After all of us taking off work on Fri. and spending the whole day loading up a trailer and hauling our stuff all over the State to the show they give us this crap. And even if we could have made a gun sale the customer couldn't take it with them - they had to drive to our business 3 days later to get their gun. No background checks? And now no 4473s? I guess you can't sell any guns. Too bad. So sorry........ Your tax dollars at work. This is nothing but a Govt. scam. I am glad to no longer be in the gun business.

My local shop has not been able to get any since the initial small batch either. I've seen other places using the old forms until they get more of the new ones, I would assume that's legal since how can you use the new one if they won't give you any? Your only other option aside from using the old forms is to lose your business.
 
Can't fight City Hall when they make the rules and supply the forms.......

Just keep in mind the oft-repeated mantra about how third-party contractors are so much more efficient than lazy, incompetent government workers that you're saving money in the long run.

Probably not.

Remember, the government is operating under a continuing resolution that expires April 28, not an enacted budget, so if the funds for the new forms were not budgeted for in FY2016, there's no budget for them today.
 
I don't know if anyone remembers the early 1990's when budget wranglings caused the IRS to run out of money for copy paper. If you wanted a copy of your audit report or your collections action, you had to bring your own copy paper. Looks like firearms transfers in the near-term may likewise become a "Bring Your Own Form" affair.

Gun rights are a hot-button in Washington so I would suggest that this is something that a call or letter to your Senators and Member of Congress could help resolve. Without rehashing an old post, a letter is best because it gets read, a call is second-best because someone listens to it. An e-mail or on-line petition is probably going to be electronically processed, so it is not as effective as letters and calls.
