Are the new Remington 870 20 Gauge guns built on a 12 gauge frame ????

No. All the current 20s are built on what started as the 28/.410 receiver size. Been this way for decades.

Bought the better half a youth model 20 gauge 870. Handy little shotgun. Fairly light, and even with the shortened stock it works well for me and I am a 6 footer while she is just above 5 feet tall.

Have a Youth model and a 26in barreled std model---both are sweet little guns

Bought a youth model as a gift to my SIL and daughter for a house gun. I included a couple 25 round boxes of #1 buckshot, 25 rounds or slugs, and 25 rounds bird shot. (also gave them a S&W Shield 9mm, and a Taurus M85 stainless)
I have one (M870) in Standard , witch is the 12 gauge frame.

Good little stoppers with some no. 2 buck. Don't overlook a 20 gauge for home defense.
