A bit confused; is it impossible to own a Norinco Type 97 or TAR-21 in the US?

I realize that the firearms mentioned is are a bit specific, but from my understanding, certain weapons from are banned from being imported to the United States. For whatever reason (I understand why Norinco, just not IWI) this includes Norinco's Type 97 and IWI's Tavor Assault Weapon 21 bullpup rifles.

Does that mean that ownership of such a gun in the United States is illegal as well? So for instance, could one go to Canada (where they ARE allowed to import these guns) to buy the firearm, then take it back to their residential state (providing the state would allow such a weapon) like Texas?
 
Going to Canada and trying to bring it back with you is importation and is illegal. However, weapons that can no longer be imported that are already in country can be bought and sold like any other weapon. If there were none in the US when the ban was imposed, you're out of luck.
