I think this one speaks to the general public less aptly than some of the others. Maybe rearrange the order of the words. At first, only the top sentence sticks out and it looks like a call to vigilanteism.

Excellent concept - but I'd almost like the word 'vaccine' instead of cure - because gunning down an attacker cures the infection before it happens.

razorburn, the original idea was to emphasize "cure best administered", not "the cure". I might go back to the old version.

Nope, don't like the message.

"The cure for violent offendors." can be taken to mean an execution after the assault instead of self defense.

"Which kind of rape "protection" would you prefer?" with a condom packet for contrast might be good.

It rhymes! Nice! What about:

Personal protection against violent crime.
Unlike the police, it's always on time.

I don't think you need the word "response", because if you used the aforementioned sentence, 99% of people would understand what you mean. It also interferes with the rhythm of the phrase.

I think the same photo with a black (afro-american) hand would be even more potent as police response time is often considered horribly lagging in black communities.
