The only reason I can think of is the people doing 80% builds whose primary motivation is getting a gun that's "off the books". That's the only group I can think of who would be willing to pay a new gun price for the upper---maybe even more as long as they don't have to do the normal paperwork.
I think those are to prove that gun functioned to the buyer and in some areas the locals require a case submission when registering or so I have heard, not sure if it is true.All the new glocks i have seen have a couple of spent cases in the box. I assume the information on the bullets and primer indents are stored somewhere. Maybe the new upper is way around traceability?????
