Anyone familiar with this ammo?

Since it comes in 18 round boxes,I was thinking it might be a police item.

As when I was sworn in we carried 18 rounds [ 12 on belt,6 in the gun ].

So now I am curious,I fired a few boxes and they are not really mild,but not +P [ I am guessing ].

Hmmm? sorry Ho-hum 38 special ammo. Could not see the mfgr. but it's common ammo.

1970's Winchester/Olin 38 SPL SWC target ammo. Often purchased in bulk to practice with. It could even be commercial reloads in there if headstamps are mixed.

No mixed headstamps and all W.W. [ Winchester Western ].
And since there are 18 rounds in a box,I was guessing that it could have been an issue item to a police dept.
Hoped someone here was familiar.
