Googlefoo, and translate suggests these are RWS made.
D-Mantel, D-coate, D-sheath, are all other terms I pulled up. Basically double jacketed, with the silver being very mild steel.
If that guess is right, than these are from the 2nd quarter of the 1900s, tho I didn't dig deep enough to find out production dates.
Again from reading translated forum posts, sounds like these were very soft and tended to cause significant wounding, but possibly little penetration.
