The charging handle is (mostly) non-reciprocating so locking the bolt back has no effect on way or the other. If the charging handle catch is not in the upper receiver notch, then it will slide back and forth when the bolt is locked back. If the charging handle catch is in the upper receiver notch then the charging handle will not move until you depress the charging handle latch and pull.
As long as the charging handle is not hindered in its travel, the handle will be pushed forward by the bolt as to goes completely home if the handle is left in the rear position. It does not provide enough resistance (by itself) to prevent the bolt from going home.
