AR Upper Builds

I found out about a local guy that builds AR uppers in his garage. I know that you don't need an FFL to transfer the upper, but beyond a normal sales tax license and registering the business with the state (assuming that he is actually incorporated), is any license required to build uppers?

I called to discuss his products and I asked if I could order a lower and have him handle the transfer. He said no he couldn't but he had a friend that has an FFL that can handle the transfer.

You can build and sell uppers all you want. WITHOUT A LICENSE. They are not the regulated part of the AR-15. The only part that needs to be transferred via FFL is the lower.
 
No special licensing required. Just whatever he needs to operate as a legitimate business (which I'm not well versed in).
 
I checked out his site and everything i looked at was 'out of stock'.

He only has one .223 service rifle upper in stock at the moment. I get the idea that he keeps a very small stock and custom builds to suit. It's a one man shop and I doubt that he has the working capital to have a large stock, but that's beside the point.

you can roll your own--not hard and not expensive. or you could buy any number of uppers from various mfgrs. quality headspaced barrel is the primary consideration. basically, if you can thread and tighten a nut-you can build an upper.
