I hope open carry becomes a reality. The thing I like about open carry is that if your concealed weapon inadvertently becomes momentarily visible you can't get into trouble. Hopefully these bills will have enough support to override any veto. That is how concealed carry got passed in Kansas. If this keeps up we definitely need to replace our governor next election.

Beebe is out in any event. He cannot run again because of term limits. But I cannot help but think he'll eventually set his eyes on a federal office (Senate, most likely, which is what Bumpers, and Pryor, governors before him did--Clinton skipped the Senate, and made for the White House). But as red as Arkansas has become, he'll have a tough time doing that as a Democrat, especially if he tarnishes his 2nd Amendment credentials along the way.

It passed the House. Just pulled this off the Ark Legislature web site:
House 2/19/2013 2:10:39 PM Returned To the Senate as passed.
House 2/19/2013 2:10:36 PM EMERGENCY CLAUSE ADOPTED

More action in the Senate:
Senate 2/19/2013 2:56:16 PM ORDERED ENROLLED
Senate 2/19/2013 2:55:59 PM Returned from the House as passed.
We should see it sent to the Governor next.

The vote in the House was 83-3, with 13 not voting. Beebe opposed the bill, but with the strong support in both houses -- 24-9 in the Senate -- it should be veto proof. He'll probably just let it go into effect without signing. With the emergency clause, that would be in 5 business days (includes Saturday, but not Sunday).

Update:
Senate 2/19/2013 3:45:40 PM DELIVERED TO GOVERNOR.
Senate 2/19/2013 3:45:29 PM Reported correctly enrolled and ordered delivered to the Governor.

I suspect you're right. It's about as veto proof as it could be.

That said, if I don't move before then, I know who I'm going to have to work on getting replaced. My Rep was one of the three and has yet to respond to my emails.
