Hello!

THR members are found all over the globe.
I'd like to get an idea of how much it costs, first-time and for renewal,
for you to legally carry a firearm (concealed or not) in your State or country.

If you could also compare it to the local minimum daily wage there,
it might help 'foreigners' appreciate the true cost better.

Here in the Philippines, there is no Constitutional RKBA.
It is a State-granted privilege, and regulated/taxed
AFAICT thusly:


To legally own a firearm:
Approximate initial outlay - PhP 5,500.00 (US$ 98)
Renewal every 2 yrs, approx. - PhP 3,000 (US$ 53)

Concealed Carry permit (Permit to Carry Fiream Outside Residence)
Appoximate initial outlay - PhP 18,000.00 (US$ 321)
Renewal, annual, approx. -PhP 12,000.00 (US$ 214)

Minimum Wage, Philippines

Here in Indiana, to get a carry permit you must go to the local police station and fill out the required from. They fingerprint you, and run a background check. If you're not a criminal, a they mail the permit to you within a few weeks. They charge a fee of roughly $20, which is what it costs the police to process the paperwork, fingerprints, and background check.

Renewal is every 4 years. The process to renew a permit is the same as getting the original permit.

Of course, one shouldn't need to get a permit to exercise a basic human right. But as permits go, Indiana's is pretty easy.

Minimum wage in the U.S. is $5.15 per hour. About 1/3 of that wage is stolen from the wage earner in the form of taxes, so the actual minimum pay rate is closer to $3.50 per hour. Most people who try can earn substantially more than the minimum wage.

To own a firearm:
Nothing. No license, no fees. You do have to pay for a background check if you buy from a dealer - about $5.

To conceal carry:
About $117 initally ($75 for the permit itself, another $42 or so IIRC for fingerprinting), permit is good for 5 years. You also need training, but lots of things are accepted - hunter safety course, for example, is accepted and that's free.

Minimum wage here is about a dollar higher than the federal minimum.
 
Don't know what they charge for the classes now (they've been reduced in length - was 16hrs, now 8 for first timers, was 8hrs now 4 for renewal), but when I took the class back in April it was $105 plus $65 (total $170) to the state for the permit fee. Renewal classes were IIRC $85, plus the $65 permit fee (total $150). Minimum wage in AZ is IIRC $5.15/hr (or whatever the Federal minimum wage happens to be).

Course, license costs are just the start. Then you have to get a gun, a good holster, and then practice (ammo, targets, and possibly range time depending on if you live close enough to public land where shooting is allowed all costs money). For example, I chose a Sig P245 for my carry gun. I found a decent deal on a used one at $525 ($566 inc tax). Then there's the $80 for the HBE Com3 holster. Ammo can easily run $12/20 for defensive ammo, though WWB plinking .45ACP is about $18/100. Figure you need at least 500-1000 rounds of WWB just to be confident in the gun, plus at least another 200-500 rounds of defensive ammo to have picked the one that works best for you and practice enough to be confidant in it. So that's easily another $200-300. Targets might add another $20 depending on what you use. Range time for an outdoor range is often $6-10/day, or $85-150/yr. Call it $100 for an annual membership.

So, you have $170 for the class and permit fees, perhaps $650 for the gun and holster, and say $350 for range time, ammo and targets. All told that's almost $1200. You could save some by going with a less expensive gun (e.g. used Glock, Ruger, etc) and a less expensive caliber (e.g. 9mm, .40S&W), but you'll still be looking at ~$1000. Even moving to Alaska or Vermont (where there's no permit required) would still see one spending at least $800.

Minimum wage:
$6.15 hourly/ $295.20 weekly large employer
$5.25 hourly/ $252.00 weekly small employer

Here in PA - easy stuff.

Sheriff's office - inside one half hour for paperwork and photo etc. Cost now IIRC is $26 and finish up with D/L type photo ID card. My renewal is up in 2007 I think and should be about same tho originally it was $21.50.

Minimum wage round here? Hmmm - I think something like $5.50 to $6 - not absolutely sure right now.

I was trying to get an all-in cost estimate for your particular locations:
if gun safety classes are required, that certainly should be part of the total :)

These are basic minimums, not counting the legalities of certain arms. No weapons may be bought with a "military round" (anything over .38 for a handgun, no shotguns over 20ga, etc.) A permit is required to purchase ammunition.

Over here in the Philippines, there's a LOT of background paperwork for a basic firearm license.
One license per firearm (unlike the FOID sysem elsewhere).

There are clearances from the Philippine National Police, the Office of the Mayor,
and the local courts. There's a neurological and psychiatric test, and a gun-safety seminar.
They even require past income tax returns!
License takes a week or so to process, much more than that if one is unlucky.

Now, a carry permit (PTCFOR) requires presentation of affidavits supporting
a claim of direct threat to your person, which the police may reject outright
if they see fit. One has to be justifiably in fear for one's life to be permitted
to pack in public. Given the cost of the 1-year license, one has to be fairly well off.

Most Filipinos who put in extra thought and effort make more --vastly more-- than minimum wage.
Government's perennial problem is trying to tax all that income.

In New York

i live in a rural county in western NY so it's probably diffrent elsewhere

to even own or posess a handgun you must have a ccw
initial application for CCW
$2 for the actual application
$75 for state and federal processing
$15 for fingerprinting
$25 for local (county) record keeping
only the $25 local fee is refunded if not approved
adding a handgun to your permit costs $3
every handgun (even diffrent calibers for switchable guns) must be listed on your permit, and it is felony possesion to have a gun that's not on your permit.

edit to add- the average per house hold income in my area is $32,000/yr, not sure what that works out to per person per hour.

permit is good for life, no renewal needed for now (the state reps. keep bring up all the revenue renuals would bring.)

so $117 total, plus $3 per gun, oh yeah, the first ones free. woohoo

processing takes a minimum of 6 months and i've known people that have been waiting a little over a year. somehow, i got mine in 3 months (the county pistol permit clerk is a friend of the family:evil: ) but i don't mention that to the people who've been waiting. they get a little pissed.

Here in the State Of Alabama (USA) and in Jefferson County in particular,
a first issue CCW license cost only $7.50 and is good for one year from
date of issue. A renewal CCW license cost the same thing ($7.50) and
is good for the second year, and so on. As far as the hourly minimum
wage, here in Alabama I'm quite sure its less than $6.00 an hour, but
I'm not positive. Hope this helps~?
 
Here in Ohio

State of Ohio requires a 12 hour training course. About 100 dollars, give or take. Permit is 45 dollars, renew every four years, additional training required every six years. The way renewals and training requirements fall, you can get two permits (8 years) on one class.

Minimum wage is about 5.75 or so an hour, I believe.
 
In Colorado, there is no gun ownership license or fee. In fact, the sales of firearms and ammunition go towards wildlife conservation efforts. The mandatory background check required for purchase from a dealer is typically absorbed by the dealer.

As for concealed carry permits, they are fairly steep. First, you must provide proof of firearms training. The least expensive/ difficult method is to obtain a hunters safety card. The cost three years ago was $40.00

The fees for permits vary by county, however in mine the background check was approximately $35.00, and the processing fee was $250.00 For a grand total of $315.00 The permit is for 5 years and a renewal is currently $50.00

It took 97 days for my sheriff's department to get my permit done. I have heard that the turnaround for ex military is much faster.

I believe that the cost to obtain the permit is high enough to deter many of the applicants. That being said, I live in the highest CCW permit issued county in the state. Clearly my neighbors agree with me that it's worth the cost.


I feel for you and your Filipino brethren. I hope that you persevere. It must be hard to face the decision whether to put the money towards a permit or towards something else you need.
 
Here in Washington state, we've got a $7.35/hour minimum wage.
-No state income tax.
-Usually about 8.25% sales tax.
-No fees whatsoever for purchasing firearms (i.e., a fee for checking NICS as some states charge or a state DOJ registration fee like California's) beyond sales taxes; you simply pay the price on the tag and sales tax ... No waiting period for a handgun if you possess a CPL.
-A CPL (Concealed Pistol License) initial issue is $60 -- but NO training is required. Simply pay the fee at your local PD or Sheriff's Office, get fingerprinted, wait for the background investigation checks (usually within a month, my first CPL was ready in 10 days), pick up your CPL, good for five years.
-Renewal is $35, same day reissue.

And by the way, Horge, having spent upwards of three (wonderful) years of my life in the P.I., gotta tell you, I miss the friendly people, the beaches, the climate, the painted-label San Miguel (and, of course, the lovely ladies) ... The Puget Sound area has a huge Filipino population and a ton of Asian (and Filipino) restaurants and markets if you ever get this way ...
 
Pennsylvania:

LTCF (ccw): $19, good for 5 years or your first felony conviction, whichever comes first. ;)


Other than that, nada. Private, face to face purchases of longarms requires no paperwork, no licenses needed for open carry on foot, or posession in home.


New Jersey:

Firearms ID: (FID) $3, good for life or first felony conviction, whichever comes first
Background check to get FID: $57
Pistol Purchase Permit: $3, good for 1 handgun or 90 days, whichever comes first
Background check to get PPP: $57....if you haven't had one recently. It's pretty arbitrary on whether they run one or not, if you already have a FID.
CCW.....not issued to peasants.
 
Massachusetts requires a License to Carry Firearms for both handgun possession and concealed carry. The cost is $100 for four years.
If it's a new issue, a safety class is required.
My New Hampshire non-resident carry license costs $20 for four years. Go figure!

Here in Iowa there is no permit required to purchase long guns. A permit to "aquire" handguns costs $8 for one year, takes a week or so to process.

For CCW, it varies by county. In my county I took a $45 one time class some years ago. Annual permit is $8. This permit is granted at the discretion of the sheriff, so in some counties you just don't get one period, in some counties you can get one because you claim your dog has fleas. In my county I am restricted to carrying when I have large amounts of cash on my person. (Never could see the logic in this, I don't advertise when I'm carrying cash. Maybe they figure you aren't likely to stick up a convienience store if you have $500 in your pocket.)

No permit to aquire is required if you have a CCW permit, how ever I have both and stagger them, as they will take your existing permit away while they process the renewal. The eight day gap always falls on the date of a good gun show.

Sales Tax on top of purchase, also varies from location to location on amount of sales taxes, state is 5%, then some places have local options.

no charge for background check

Handgun

$10 for permit to acquire, but this varies from county to county. Where I live, fill out an application, come back in three days to pick up. Some counties are worse. If you have a permit to acquire then you don't need a background check when purchasing any non NFA firearms

Sales Tax on top of purchase price.

Concealed Carry

Depends upon sheriff of the county you reside in. Some sheriffs will not issue them, some will to certain people and some will issue to anyone who is not a felon. It is one of the bad things about living in Iowa.

If they issue most require a NRA class and shooting qualification. My class and qualification cost me $90.

My sheriff issues them, $10 for first year, $5 for renewal for each year.
 
In Oregon a new permit is $65 plus a class fee that varies form $35 up depending on where you get it. My county sheriff will issue with a DD214 and no class.

Renewal is $50 and required every 4 years.

Oregon is a shall issue and open carry state.
 
In Virginia there is no fee or permit to purchase a firearm. No fee or permit needed to carry openly. To carry concealed you need a class with fees up to $75 and the permit won't be more than $50.
 
In Texas

In Texas there is no restriction (and thus no cost) to own a gun on your property and use it for target, hunting etc.

For a concealed carry license the cost is:

Required training - Approx $100
License for 4 years - $140.00
Renewal for 4 years - $ 70.00

License/renewal is half price for elderly, and some other categories.

Sounds like where you are a license to carry is for the rich only.

Here in Michigan, it was $125 for the permit, $10 for the passport photos, and $25 for the fingerprints the first time, but my local sherriff waived the fingerprint fee... that was good for 4 years...

renewal was $125, $10 for the passport photos, and again, print fees waived... now good for 5 years...

So, it is $135 every 5 years, (or $160 if you have to pay for fingerprints)

All so i can carry a gun that the constitution says I can have/carry by law... all in all, a pretty good scam!
 
In Canada, you must have a permit to buy any modern firearm. Antiques made before 1898 or flintlock, matchlock and wheellock long gun kits don't require permits or registration. Caplocks and replica period handgun kits do. To get said permit, you either 'challenge'(no course) the exam or take a course, then write the test. The courses(taught mostly by unqualified people) run over $200Cdn. Then you pay $60 for a non-restricted permit. $80 for restricted(all handguns and some rifles) and non-restricted(hunting rifles and shotguns). It's $60 to renew every five years. No previous experience or training, including military training, matters. This permit does not allow you to buy a hunting licence. It's just to buy, own and register your firearms.
All modern firearms must be registered. There are prohibited firearms(most modern battle rifles(semi'd FA or semi only), MG's, handguns in .25 or .32 cal. except specific target pistols and any handgun with a 4" or less barrel.) that you can't have unless you had them registered prior to the cut-off date too. The only saving grace with the whole thing is that there are no Provincial firearms regulations or Federal government agency(No ATF making law by regulation) rules to deal with.
No CCW or hunting with a handgun.
Hunting licence costs vary by Province too. In Ontario, you must buy an Outdoors Card(only if you fish or hunt though) before you can buy a licence. It's a $50 tax that has rules you must follow before you are allowed to pay it. This is on top of the firearms permits.
To target shoot with anything, you must belong to a club. Memberships vary from a hundred and up per year. Most clubs have a one time initiation fee that varies from less than $100 to a grand or so.
Minimum wage varies by Province, but in Ontario, it's currently $7.45 unless you're a student or serve booze. Then it's $6.95 and $6.50 respectively. Most people are making between $10 and $15 per hour though.
