Best bolt action rifle under $650

I like Vanguards and own 2 of them but they are heavy. Of the new guns on the market I would have to list the Vanguard, Tikka and the Savage as best buys in your price range. Savage even has a package deal with a Nikon scope for less than $650. The Tikka is really nice though.
