I personnally think that IWB is the best way to go with a Model 640. Pocket carry may be a possibility if you have big pockets, but insure you use a pocket holster.
With jeans, I think you need IWB (I do), unless you wear really "relaxed fit" jeans. With chinos/slacks/khakis/whatever you wanna call them, you can probably do pocket carry (depends on how big the pockets are and how the pants fit), but as Frosty says, use a holster. Uncle Mike's makes very usable and affordable pocket holsters.
Never carried on my ankle, but from what I hear, it's a pretty weight-sensitive mode of CCW--probably better suited to an Airweight or Airlite than a steel 640.
I have carried a 640 for 4 years in a custom ankle holster. After a few weeks you completely forget about the ankle holster, on many occasions I have forgotten to take off the holster when I got home and don't notice until I get ready to go to sleep.
I just switched to a 340PD and for the first week it felt like the gun was missing because it was so lite.
Ankle holsters are great when seated like in a car. They are arguably the best holster for when you must sit down in a public restroom (just clear a path down your bunched pant leg so you can grab the grips and the gun can clear.)
An ankle holster is horrible if you are trying to run for cover and draw.
Pocket holster are great for walking around but Very difficult to draw from in the seated position like in a car.
I recommend getting a few types of holsters, ankle holster for driving and a pocket holster for walking around, just discreetly switch when you get in/out of your car.
