This is my safe. Its Exterior dimensions are 17 in Deep, 21 in Wide and 59 in Tall . I use a Goldenrod and an Eva-Dry.

For something that small does it matter where I put the dehumidifier?

Should I put it near the top of the safe or on the bottom or as close as I can get to the middle?

Any assistance would be great greatly appreciated

How is the rest of the room, generally speaking? Any dehumidifiers going?
If relative humidity is decent the in-safe units are likely not working too hard.
I aim to keep my basement in the low-to-mid 40% range with good results.

I live in the high Desert. The humidity doesn't get up to 40% even when there's snow on the ground.

Usually the reading is in the low 20s

@Night Rider: Since moist air rises, your locations sound right epecially for the Eva Dry.
Sounds like humidity is not too much of a problem with such low outside humidity.
FWIW, I live about 1,000 ft from the Pacific ocean in central Calif. and only run the golden rod in my safe. It is 24 wide x 29 deep x 68 high and after 22 years at this location I have never experienced any rusting.

Monitoring humidity inside the safe might be useful.
I have a temperature/humidity monitor with Bluetooth capability. It stores 20 days of data and will download to Android/IoS with an app. Several available on Amazon. (I never worked for them - Retired.)
You'll have to open the safe to read the monitor <grin>.

The purpose of the heater is to keep the contents above the dew point. This keeps condensation from happening.

An Eva Dry isn't really anything more than a desiccant pack with a fan to circulate air around it. Should work fine in small enclosed spaces, but keep aware that your safe isn't air tight and the Eva Dry will require its own routine maintenance to swap/renew the desiccant periodically. Put it high in the safe, as warm (relatively moist) air rises.

Unless you're in a really high humidity environment, this should be quite sufficient.

Is it on an interior or exterior wall? Insulated walls? Concrete slab or wood joist? Conditioned basement?

Parking your safe in the middle of your conditioned house so there's no rapid rise or fall in temperature will help tremendously.
If your safe is cold, heat will drive moisture to the coldest surfaces in your house.
