There was a movement afoot to reinvigorate the Civilian Marksmanship Program and give them access to the M16s (mostly A1s and A2s) etc. that are currently being surplussed. No one is going to try it now but when all this blows over, and perhaps when he have a stronger Republican majority or even a R in the White House it may well happen. Petitions (click to sign one) were and are being organized and sent to House and Senate reps regarding this.
My question is, if this ever came to pass, what would be the best way to sell the rifles? Can pre-86 M16s be sold as automatics? Should all the rifles be converted to semi? How much of the Military's superannuated stock should be sold? 10% 20% 40% 50% 100%?
What are your general thoughts on this as well?
