Boomershoot targets: How? Legally!

OK, I read Kim Du Toit's review on Boomershoot and the exploding targets sound like a really, really fun idea to me. Since they added the "E" to BATFE I've been firguring I should get into that as a hobby also just to keep things consitent as they already regulate 3 things I enjoy.

I'd like to know how to LEGALLY make such targets. I'm totally in the dark here though. The basic ingredients are given on the Boomershoot webpage, and I'd imagine I could cook up my own fairly safely with not much research. However, I'm wondering if anybody knows how to do it legally. That's paramount as I don't want to become a felon accidentally.

I know about the 'tannerite' targets that you can buy legally online. Well, at least I think they're legal. I'd rather "roll my own" I guess because of costs and just a general do-it-yourself attitude.

So, what regulatory hoops to have I to jump through? Is there a target recipe that's actually NOT regulated and more docile than the Boomershoot version that's just as much fun? Any recommended books to read on the subject matter from a "how to" persepctive?

Just to make this absolutely clear:
I am not asking how to make a highly explosive device for illegal purposes!

The best exploding targets I ever shot at were 48 oz tomato juice cans. Full of course. A 12 ga slug does amazing things to a can of tomato juice. Next would be the cinder block(a foundation block) Melons of any, um, flavour are better though. Think, 'Day of the Jackel'. Depending on where you're shooting. Be sure of your back stop. You get to have a great deal of fun and feed the local fauna at the same time. Bricks and cans need to be cleaned up.
It was a fire power demo for my Cadets, both times on a CF range. A 180 .30-06 sp does bugger all at close range. It was 20 feet or so. Should have used a 220 silvertip. A .223 blows a can big time. The slug? All I saw in the recoil was the lid flying up and over a 100 foot back stop.

I relise you are asking for a legal thing , but given the world these days , you are asking a very dangerous question publicly . I would recomend as the best course of action a call to BATFE them self and get it an answear in writeing .

I'd start digging through ATF regulations and looking for written letters but I don't even know how this stuff is catergorized. What would happen if I call them up asking "Uh, yeah, I want to make something that'll blow up out of checmicals X and Y I think. I only want it to go boom though when I shoot it with a rifle round. Where's the permission slip for that kinda thing?"

I have no clue man . What I do know is there is a lot of info out there on the Interweb , but I would not trust any of it .I don't think watching a fun boom is wort paying for with my life . I don't play with Tanerite because I have seen to many vids on the net of what it can do . Like I said call them up and ask what are the legal and safe options .
