I have a three ring binder, and I have created my own forms.

Is there anything special that makes a bound book a bound book? (This is for a C&R)

From what others have said and looking at the ATF info they sent me as long as you keep up with serial #'s, dates you got the weapons, dates you disposed of them (who would want to do that), and i think you have to keep up with where you got them and to whom you sold to. I can't remember though, so don't quote me on that.

I'm a regular FFL, not a C&R, but my understanding is that it can not be a "bound" book if it has loose, replaceable pages. Go to brownells.com and order one. Save yourself the federal vacation.

You can use loose leaf pages for C&R.

From ATF's web site;

A "bound book" is a permanently bound book or an orderly arrangement of loose-leaf pages which must be maintained on the business premises. The format must follow that prescribed in the regulations, and the pages must be numbered consecutively.

[27 CFR 478.121 and 478.125]

Thanks Valk, I think I will print some of those off. Looks good, thanks.

SomeKid, provided you record the required information, crayons and construction paper would meet the criteria.

Even the Brownell's book is not permanently bound. It consists of loose leaf pages stapled together.

While We're on the Subject...

...I have a question.

I recently got my C&R FFL, but I haven't yet purchased any C&R firearms. However, I have purchased a couple of other guns.

Do all firearms purchases need to be entered into a bound book, now that I'm a Type 03 FFL holder, or do I only need to log C&R purchases?

No, only C&R firearms should be logged in your C&R Bound Book. However, you need to log in ALL C&R firearms you acquire while your 03 FFL is active, even if you didn't use the 03 FFL to purchase the firearm. For instance, a local shop has a nice old S&W revolver, but they won't do an FFL-to-FFL transaction, they make you do the 4473, NICS, etc. You still need to log that firearm in.

Also, any C&R eligible firearms that you already possessed prior to receiving your 03 FFL MUST be logged in and out IF you dispose of them while your 03 FFL is active. This was just clarified by the BATFE sometime in the last 2 years, I believe. If you do not dispose of those previously owned firearms while your 03 FFL is active, then you don't NEED to log them in your C&R Bound Book, though many people do it anyway.

C&R bound book pages

I made up some custom pages for my C&R bound book. I made separate acquisition and disposition pages. Any one is welcome to use them. If my attachments didn't work, email me at [email protected] and I'll send you the PDFs.

Go to a store that sells school supplies and get a "composition book".

That and a ruler to make a few columns will satisfy all your needs.

It's what I used when I had a regular FFL, and I never heard a word from the BATF when I mailed it to them after I sold my business.
