Browning BLR Lightning (manufactured 1997) in .243 Win...a few ???'s

I went off the deep edge today and acquired a Browning BLR ?Lightning? in .243 Win (Browning date code puts it @ 1997); I was able to trade in a handgun, ammo, and other stuff and take a substantial chunk from the asking price ($749~excellent condition w/ Nikon Monarch ?UCC? 3 - 9 X 40 scope) :D

I know that I will have very light recoil and the action is smooth as silk; I have a few ???'s...

1) where can I get a rear sight assembly? (I hunt in PA woods and like having a high (scope)/low (sights) system in place for closer shots; the rear sight was missing when I bought it since the scope was low mounted)

2) what MOA of accuracy for 100 yard shots?

3) who makes better accutip/ballistic tip for this type of gun: Remington or Federal Premium w/ Nosler?

4) best way to clean & lube bolt innerds short of professional (gunsmith) dissassembly of gun?

5) is .243 Win enough for PA black bear? (I got it primarily for PA whitetail w/ some varmint control, but I sometimes hunt in PA counties that have a 'bonus' extension on bear season that overlaps into the first week of PA whitetail season)
