Basic question: Does bullet weight or exit velocity alter POI more?

My SP101 fixed sights are factory-calibrated for 158gr full power loads. It hits POA with those rounds. I know it shoots low with lighter bullets.
Buffalo Bore makes a reduced recoil/flash 158gr round with a Speer Gold Dot bullet advertised at 1100 fps.
Full power Federal Hydra-Shock 158gr bullets hit POA and exit at 1240fps.
So... does the exit velocity or bullet weight more greatly affect POI?
Will the POI change because it's slower, or remain the same (at least within 15 or so yards) because it's the same bullet weight?
