they are 140gr rem FMJ with a small lead tip, and 144 gr PMC FMJ boat tail.
I only need info on the bullets described, can you stick to topic
Here is the problem, your describing two entirely different bullets here, one by description is a Rem Core Lokt which is a spitzer soft point, the other is what it is the PMC 144gr FMJ BT.
Most of the loads your asking for are listed in the data from not only Alliant who makes the RL-22 powder, but also at the Hodgdon/IMR/Win data center, as well as in the Ramshot/Accurate powders data. You can begin with the start data listed for any of the 140gr loads, and work up from there for accuracy.
Will these two particular bullets shoot well in your rifle, that cannot be said with certainty until you try them out in your rifle. They both might shoot great in mine, or one of the two might, or neither. But the same is also true for your rifle as well with what ever loads you try out.
Are the bullets any good? Well I can say that for hunting the Core Lokt is a decent bullet. It has for me also shot well on paper with proper loads. The PMC I cannot say one way or the other as I had to search it up just to be sure it wasn't a typo and not a 140 or 145gr.
The main reason there isn't a simple black and white answer to your question is there are a double handful of 140'ish grain bullets out there for this caliber, and a dozen or so powders which may or may not work in any particular rifle with this that or the other bullet. Its trial and error. Most folks use the lighter 120gr bullets in their rifles as well so that is also another issue why there aren't more post on exactly what you asked about.
Personally I would load some up using a factory or other known accurate loaded round to set the OAL and try a few out starting with the start load data and working up a little bit at a time to see how they do.
