C&R and Handguns

I'm a NY state resident and will be turning 21 shortly. I was considering applying for a CCL so I could own a handgun, but the fee is quite a lot and I'm not sure if I'll be in this state much longer. I'd hate to shell out $200 and then move a few months after I get the permit.

I was reading up on C&R Licenses, and the book(Boston's Gun Bible) said that you could acquire qualifying handguns using the C&R, and bypass many of the state laws(the requirement that in order to purchase a pistol, you need a permit). Has this changed in the ten years since the book was written? Can I legally own a C&R handgun in upstate NY without having a carry permit? I understand that if this is true, it wouldnt allow me to carry concealed(or open), but my primary interest right now is to simply own a handgun.

Any help would be appreciated.

I havent been able to find the particular law, but it seems like every major C&R dealers require handguns to be sent to a FFL and require the permit.

I think I just need to leave this state, Vermont is looking pretty good.
 
Not sure if it's statewide but here in Westchester and a few others in order to own any type of handgun, new production, C&R or any of them, you need the Pistol Permit from the state. Other states might have a distinction between new Handguns and C&R but in NY a handgun is a handgun and you need the state license
