C&R Application Question

The application states that a copy must be given to the CLEO. Are they saying a copy of the application or the C&R license? If they are talking about the application do they mean submit to the CLEO at the same time you submit to the ATF?
 
You can send a copy of application to the police at time of submission. Keep in mind you do not need their approval, just have to notify them.
 
I just send a copy of the application to the CLEO with a cover letter stating that the BATF requires I send this form to the CLEO, and that it requires no action on their part.

I did the same. I found a sample online when I googled the topic. I was surprised that I received my FFL 3 in about a month. I expected it to take much longer.
 
There were two copies of the form in the PDF that I downloaded, one for BATFE and a dup for the CLEO.

Dear Chief Wiggum:

I am applying to the BATF for a Curios and Relics Federal Firearms License (C&R FFL).

Please find enclosed one signed copy of ATF 7CR (5310.16) notifying you of my intent to do so, pursuant to Section 923(d)(1), Title 18, U.S.C.

Further please note that a C&R FFL is not a regular dealer FFL, and will not allow me to operate as a dealer. It is simply for private collecting of certain firearms defined as curios or relics by the BATF (generally firearms > 50 years old).

Form 7CR (5310.16) requires no action on your part.

I've never done anything other than just fold up the copy and send it to them. Of course, I'm pretty sure I'm FAR from the only one in his jurisdiction that has one.
