Here's my situation. Can anybody answer this or point me in the right direction?

I'm a student about and live about a half an hour from the house I grew up in. It is still my permanent address because I tend to switch apartments every year. My bills still go there, its the address on my driver's license, etc. Moving on, I'd like to get my C&R... is it ok to register at my house even though I live a half hour away? I'm home frequently, usually once a week, sometimes every other. Or must I register to the address of my current apartment? If I left out any important details please let me know. Thanks!
 
The address where you will receive packages, is where you want your C&R, I used my apartment no problem, when you get the package it incudes a change of address form.
 
I agree with the above. You will want the address to be where you will receive packages--the seller must ship to the address on the license only.

I got my C&R when I was a college student and moved about once per year. You just have to file the change of address form when you move. No problem.

Actually, per the latest ATF newsletter (March 2006 - they don't publish often), that's not correct. Here's the link: http://www.atf.treas.gov/firearms/newsletter/0306fflnewsletter.pdf. Page 8 says, in response to a question:

Q. Can an FFL ship a firearm to an address that is different from the business premises address identified on the license?

Yes. Neither the GCA nor its implementing regulations contain specific provisions, requiring that an FFL have firearms shipped to their licensed business premises when receiving firearms. To that end, an FFL may lawfully receive firearms at their mailing address, storage location, or other address where the licensee intends to ensure safe and secure receipt of the firearms.

ATF Industry Circular 74-13 outlines “Guidelines for Verifying Identity and Licensed Status of Transferee.” It states, in part, that “when the shipment is to be made to an address other than the transferee’s premises as listed on his or her license or on his or her certified list, it is suggested that the transferor verify the address as being that of the transferee.” Furthermore, pursuant to section 922 (b) of the GCA, it is unlawful to ship a firearm interstate to an unlicensed individual.

We encourage that FFLs verify to the best of their ability that the shipping address is a valid location where the licensee is prepared to receive and subsequently possess the firearms. In addition, if an FFL has customers that require frequent delivery of firearms to an address other than their licensed business premises, we recommend that the shipping address be placed on file with ATF’s Federal Firearms Licensing Center (FFLC) as an additional mailing address.

It should be noted that any FFL receiving firearms at locations other than their licensed premises must maintain accurate records of acquisition and disposition of firearms. The acquisition of firearms must be recorded by the close of the following business day or, if commercial records are maintained, within 7 days following the acquisition (See 27 CFR 478.125(e) and (g)). In the event of an ATF compliance inspection, the FFL must make all records and firearms inventory available for inspection. In addition, if the location is used as a continuous off-site storage facility, the FFL must notify the FFLC so that the address can be placed on file.
 
Well, I would prefer to actually ship things to my permanent home. I was just wondering if I could do that while living in an apt a half hour away. can I?

In my opinion I can not see any problem having your items sent to and license address listed as your former house, especially if that is the one on your ID etc.

As for shipping to other addresses than the one on your license....

While it may be perfectly legal, some folks will not do it because of perceived problems. It's sort of like shipping some items to CA, it may be legal but some don't wish to go through the hassle of verifying that everything is legit.

The application form gives you the opportunity to specify a separate mailing address. On the form:

#2. Applicant's Address

#3. Mailing Address (if different from address in item #2)

You should be good to go.

I would just get the C&R with your permanent home address then. It will cause less headache, because dealers will likely not want to ship to an address not on the for (even though it is possible as cpaspr taught us). As long as you are a resident of (ie. have your driver's license from) the same state as your permanent address, I don't see a problem.

I was just curious if my physical presence in the house registered was an issue or not, for an inspection or something.
