C&R FFL 03 question

Ok, am I just blind or do they not need fingerprints and passport size photo?

Also, another link to all those places to fax your license.
 
Take it from a renewing C&R holder:

No photos are needed, nor are fingerprints.

I recommend mailing your C&R wherever it needs to go. A lot of these dealers will only accept a signed paper copy of a C&R regardless of the fact that faxed copies and electronic copies are now legal. What's wierd is that some will only do that for the 01 FFL holders. Not a big deal.

MidwayUSA and Century Arms are two in particular that only accept signed paper copies of the C&R (at least when I mailed them off the first time).

If your talking about applying for one of those licenses the answer is no, they are not required. If your question is about something else then you need to clarify your question.
 
I always assumed that any FFL required fingerprints and a picture like my CHL perhaps I was just thinking of the 01FFL.

I didn't want to waste a stamp ;)

That is because for any other type of FFL, the dealer can confirm the authenticity of hte FFL via the FFL insta-check website. However, 03's are not insta-checkable since some C&R FFL's argured that was a security problem for people to be able type in random numbers and be able to be shown that a random private citizen was a C&R FFL. So, the ATF removed lookup of 03 FFL's on the site. I don't know why they couldn't have set it up so they could require extra info off the copy of the FFL, like the address number or zip code, to confirm that the person trying to verify the FFL actually had a copy of the FFL and just wanted to make sure it wasn't altered any.
 
I recently renewed my C&R.. Graf's and Brownell's when asked said they would accept faxed copy of the renewal. I do not know about intital licensure.
