Can a C&R FFL ship to a Class 7 FFL thru USPS?

Got me wondering if a C&R FFL licensee can ship a handgun to a Class 7 FFL in another state via USPS.

Doesn't say in the USPS regs which class of FFL, just that it has to be an FFL licensee to another licensee.
 
I thought the regulations specified something about being a "dealer". C&R holders are not dealers.

You need to be a manufacturer or a dealer to mail a handgun.

NO!!!

The recipient and sender must both be manufacturers or dealers. A C&R holder is NOT a dealer- he is a collector.

Yes, you would be doing a transfer to whomever will service the firearm. They must enter the firearm in their bound book (an aquisition) and log it out when returning the firearm to the owner (a disposition). BATF doesn't care about ownership, only possession.

The only time this wouldn't apply was if the repair facility returned the firearm to the owner on the same business day it was received.
