Can I have 60 seconds of photoshop help?

I don't own photoshop and I'd like to add red rubber stamp text that looks somewhat like this:

BANNED

or even this one that might be too big:

CONFISCATED
by OBAMA​

You can do it in Powerpoint, too. Then just Save As: JPEG.
