Can NJ resident keep an NFA in another state?

In practice NJ does not allow possession of NFA items.

If a NJ resident wants to invest in an NFA item can he obtain legal ownership but arrange for its purchase and delivery to a person who can legally take possesion in another state?

This is a hypothetical question.
 
One avenue is to have the NJ resident and someone who resides in a state that doesn't prohibit NFA ownership form an LLC together. The LLC would then own the firearm and either member could posess it (though not in NJ). Obviously you've got overhead with maintaining the LLC; annual filing requirements and fees vary by state.
 
NJ state law stops at the NJ border. For example, when NJ passed their "assault weapon" law in 1990 many NJ residents who had vacation homes in PA just moved their evil "assault weapons" there.

The LLC described by bubbles will work. I don't know if ATFE would okay your application if it was illegal in the state of your primary residence even if you told them you were keeping it in say PA. You could ask ATFE or a NFA dealer in PA.
 
One of the things that the BATFE does when processing Forms 1 and 4 (etc.) is to check the laws of your state to see if you'd be in compliance with them. If you have a home in PA (or elsewhere) and meet the definition of residency there for part of the year, you could purchase your item as a resident of that state. Listing your address on the form as somewhere that does not allow your desired item is going to be a non-starter.

Going with a trust may work, but, again not within your state's borders.
