Can someone explain benchrest scoring?

Can someone explain USBR scoring for me? I'm shooting the 10 bull target used over on rimfirecentral.com and I know how to score it, but I'm unsure how the scoring system works.

Example:

Who wins?

99-0x
or
98-1x

95-1x
or
92-2x

Basically, what value do the X's hold? Or are they only used as "tiebreakers" when two shooters have matching first number scores?
 
however... that's not really benchrest, right?
benchrest is really just measuring group size
the scoring you describe is used by lots of shooting organizations, especially NRA High Power and bullseye pistol
 
Targets will consist of twenty-five (25) record bulls and three sighter bulls. There is a heavy line between the sighter bulls and the record bulls. All shots below this line count for record. Any number of shots may be fired into the sighter bulls. If the first shot impacts in the record area, you must notify the Range Officer (before firing another shot) who will inspect the target and make note that the shot will not be counted.

Scoring ring sizes are: 10 0.100" 6 1.200"
9 0.300" 5 1.600"
8 0.550" 4 2.050"
7 0.850"

The 8 ring and the 4 rings are black to aid in sighting, all other rings are white with black-line borders. ("Black" may actually be a different color.)

Nope, although shooting groups is one of my favorite bench activities. I use a 10-bull target taken from rimfirecentral.com's email match. The official USBR has 25 bulls. I'd rather use the 25 bull, but the 10 bull fits on regular computer paper.

This is going to get worse before it gets better. I've been weighing and dividing my bulk .22 (since I have so much of it) by tenths of a grain. I've also been working on a goody list including new rests, scope, rings, etc.

Now I have to fight the urge to sell something else to fund my newest interest!
