OK, I know this is a pipe dream but still.

Do you think there is even a slight chance with a repub governor that MD will pass some kind of a carry law?

It is really silly as much as we drive to MD for us to drive for 8.5 hours through TN and VA, stop, unload the guns, the magazines, the speedloaders, and proceed for another hour to get to the parents' house

The only good thing about having a Republican governor is that there probably will be no anti-gun laws passed. But with a Democratic control legislature and a Speaker of the House of Delegates that likes to flex his muscles (& did a real good job this past session killing two of Erlich's pet proposals: slot machines and Project Exile) I doubt if we will ever see pro-gun legislation passed.
 
JBP had some good points, however I think CCW in MD will pass. The attached diagram has the timeframe.

p.s. I'm in the Silver Spring area and shoot at AGC, near Baltimore. There are some other THR members that belong to clubs up there. Next time you're in the area send an E-mail and perhaps we can set something up for you and cslinger. If you're interested.
 
The "fix" is supposed to be lowering the level of proof required to get a "personal protection" permit (from several police-documented events to, hopefully, none).

Capt. Garrett Linger was the commander of the licensing division at least until 12/18/02 (the date of their last response to one of my FOIA-type requests), but the MDSP's website now shows Capt. Anthony Satchell as being the head guy in the licensing division. The fix might be in, but I dont have $120 lying around to see if Capt. Satchell has subscribed to the idea that everyone should be able to get a permit (also, having sent in FOIA requests, they might just give me the permit to get me off their backs).

I said this for a long time..

The only way you are ever going to get shall-issue in the PR of Maryland is to change the administrative policies. The General Assembly will never pass CCW reform. It's almost PRNJ'ish in terms of the liberal quotient and anti-gunners.

Now, if they make it to where anyone can get a permit, and announce so, then the pressure will be on the General Assembly to change the law to follow. Remember that every state is in a budget crunch. 120 dollars every two years from 30,000 potential permit holders would do much to help balance the budget.

Remember that Maryland law allows issuance to both residents and non-residents. I'd personally apply to MD if I could be guaranteed a permit, and I'm sure many Virginians and Pennsylvanians would do the same.
 
My most reliable contact says that the state police do not matter and they'll deny everyone; but the civilian permit review board will issue them (my contact has a 100% success rate coaching applicants through the review board, none have been denied a permit by the board, but that is no indication of how someone would fair un-coached) and thus thats where the power is.
The review board is formed of five civilians, appointed for three-year terms by the governor and approved by the state senate, and the following appointment might be of interest to our cause: (from http://www.mcsm.org/meeting.html, confirmed on the Governor's website)

Gregory Redmer of Baltimore, a former Baltimore County police officer (and brother of Del. Alfred W. Redmer Jr., Dist. 8, current House of Delegates Minority Leader, and who is rated "A" on gun- rights by Associated Gun Clubs) was appointed to the Handgun Permit Review Board.
I'm not really sure if that tips the balance of power in our favor, but it probably hasnt hurt us.

What do you mean when you say "coaching applicants"?

I'll test the waters if there is a chance of getting a permit. I should be able to spend some cash for the cause.
 
Thats the phrase he used (with no further explaination), I believe it means just knowing the right way to say "please sir, may I carry a gun?" and go through the correct motions such that the review board gives you a permit.

Sorry guys, I cant give out my contact's info, he said he would help me with the sole condition that I do not reveal his identity or who he is associated with. Your best bet would be to contact the MCDL (www.mcdl.org) or the MCSM (www.MCSM.org) to see if they can recommend a lawyer that has previously helped people with their applications and the review board hearings.

Thanks for the info. I do plan to attend the next MCSM meeting next week. If I hear any other info I'll be sure and post up.
