Veprs are indeed affected by the sanction. Here's a copy of my Classic Arms preorder email they sent out:
Dear Valued Customer,

Our records indicate that you have placed an order with us for a VEPR 12 Gauge Shotgun. This is to let you know that we have your order on file and your pre-paid status is confirmed.
It is also to inform you that there has been a delay that is keeping us from shipping your order.

Originally we were told by the importer that these shotguns would arrive to us for shipment during the week of July 28th, and we advertised them as such.

The firearms did arrive in the U.S. as scheduled and have cleared customs. Unfortunately, the importer has been delayed in releasing the product due to the recent executive actions by the Obama administration regarding firearms importation from Russia. While this shipment, and anything pre-paid before the ban was initiated, should not be affected, we are being told that the State Department is requiring the importer to provide proof of pre-payment on these items before allowing them to release the product onto the U.S. market place.

Fortunately the importer is assuring us that this is just a formality and the product will be released as soon as all documentation is reviewed. The bad news is that there is no way to expedite the process and as of now we are being told that these firearms may not get released to us until the end of next week.

This is a follow up to our previous e-mail concerning the shipping status of the Veper 12 Gauge shotgun(s) that you currently have on order with Classic Firearms (see original correspondence below).

We had originally expected to have these firearms in house and shipped out by now based on the initial information that we were provided by the importer. However, the importer is now telling us that there were further delays in getting clearance on the paperwork needed for the release, and the new expected release date will be August 26th.

According to the importer they have been waiting for the State Department to review documents pertaining to the shipment, and give their blessing, before releasing these firearms to the market place. The importer is telling us that they are 95% certain that they will be allowed to release the firearms to us on August 26th and we can start shipping within a few days thereafter.

Again , the shotguns are here in the U.S., at the importers, and they are simply awaiting confirmation that this group of firearms was unaffected by the recent executive order, due to their pre-paid status.

I still don't believe it and think both the VEPR's and ammo supply are not affected. I hope I'm correct.
