Relatively new to reloading, I have worked up a load for my .270 and a 130g bullet. I tried five or six powers and varied loads by 1g from minimum to 0-.5g from max. Shot 3 shot groups and took best and continued to refine/shoot until rifle is shooting good.
Question #1. If I change from current bullet to another brand 130g bullet will I need to start all over with different powders? Or, just "tweak" the load.

Question #2. Do you pick a bullet and develop a load, or develop a load and then see how different bullets of the same weight affect POI.

You have the right idea on both questions. All will work and will keep you busy.

I usually try several bullets with each powder in a particular rifle (or handgun) and the best bullet/powder combination is the one that I tweek. My .30-06 likes H4831SC and 165 grain HPBT and my .30-30 likes W-748 and 170 grain Speer HCFN for two examples...

for the most part,as long as the bullet profile is the same, shouldn't see any change.boat tail to flat base would probably be a big difference.from my load development for some K-31's I couldn't see any difference in bullet brand as long as profile was the same. 150gr flat base Privi Partizan worked as good as 150gr flat base Lapua. jwr
