Some time ago, Chicago did a 20-year study of murders . . . it turned out about 3/4 were committed by people who already had criminal records. BUT about 2/3 of the victims were ALSO criminals, putting the shootings into the "good riddance" category.
Then they looked at demographics . . . when it turned out that over 90% of the perps were from one particular group, all discussion of the study was dropped like the proverbial hot potato.
I've been gone from Chicago for a long time, but I have reason to believe that Chicago's gun laws were ignored by a large segment of good people.
