I'm thinking of purchasing a Colt Detective Special (third issue) the one with the shroud. Can this handle safely the Plus P .38 Special Rounds?

The Post-1972 Colt Detective Special with the heavy, shrouded barrel was factory rated for UP TO 3000 rounds of +P.

After that, the gun was to be returned to the factory for possible frame replacement.
Since there are no more frames available, limit the use of +P ammo as much as possible.

Factory +P is loaded well below industry pressure standards for the caliber and poses zero thread of damage or excessive wear in a quality gun like a Colt. If the ammo was in way, shape or form harmful to the gun do you really think anyone would sell it in our litigious society?
