Colt Govt model 380 aiming problems

Got one of these beauties. It needs a recoil spring and a few thousand shots through it, but it runs pretty nicely. However, I can't hit the broad side of a barn with it. Aiming "correctly" usually puts the slug low or "short". But sometimes it's trajectory varies left or right a foot on either side of the aim point at 30 feet give or take.

The pistol, from all outward appearances, is practically new condition. Rarely if ever fired prior to my ownership.

The little Colt is a joy to shoot, at LEAST as nice as the Sig 238. Is this a simple matter of someone sighting it in, or do I have barrel slop or something more significant?

For comparison, I picket up my Kahr E9 and put 4 consecutive shots through the butt end of a plastic bottle like the bullets were on rails. So I don't think it's me.
 
If you see a two foot variance in POI and you are confident it isn't your abilities, I would certainly have to think something is amiss with barrel fitment, crowing, or rifling. Or some combination of the three.
 
Try shooting different brands and different weight bullets. My Colt .380 was finicky as to what I fed it. Some rounds/brands it liked, others it wouldn't feed at all. Oddly, the bullets that it liked best were vintage "Super-Vel" JHP 88 grain.
