General Assembly

Raised Bill No. 304

February Session, 2006

LCO No. 1834

*01834_______PS_*

Referred to Committee on Public Safety and Security

Introduced by:

(PS)

AN ACT CONCERNING COLORED HANDGUNS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2006) (a) No person shall manufacture, distribute, transport or import into the state, possess, offer or expose for sale or give away any handgun that is coated with a color other than chrome, military camel, black, gray or nickel.

(b) The provisions of subsection (a) of this section shall not apply to handguns used by the Department of Public Safety, police departments, the Department of Correction or the military or naval forces of this state or of the United States in the discharge of their official duties.

Er... wait. Does that prohibit stainless? It lists chrome and nickel specifically, but no stainless.

I presume that some less-then-lawabiding residents are painting their hardware to make it look like a toy gun. :uhoh:

Fortunately another law will stop this... :scrutiny:

Things like this make me glad I live in Arizona... :D

i'd think blue and stainless wouldn't be 'coatings'

Blue is a coating -- actually of rust, but very technical rust. Bluing is a form of iron oxide. Ever see a barrel or 1911 frame "in the white," before it gets blued?

Somebody showed a legislator a picture of somebody's tricked-out race gun, or a yellow EAA Witness or something, and they thought "My God! That looks just like a toy gun! I wonder how many four-year-olds per year shoot themselves with these things?"
Then, after a moment's consideration:
"Well, no time to find out! We've got to DO SOMETHING! Where's my pen?"

I am amazed , but why should i be. This is a perfect reason to get these morons out of office and in front of the .................................... :fire: :fire: :fire: :fire: :fire: :fire: :fire: :fire: :fire: :fire: :fire: :fire: :banghead: :banghead: :banghead: :banghead: :banghead: :banghead:

I thought this was The High Road?
I think this piece of legislation is more for the protection of law enforcement personnel that protecting citizens.
Initially, it seems rather silly but it kind of makes sense.
Would a citizen be that dumb anyway pointing a realistic looking weapon at a cop? Can you say The Darwin Awards?

They are stomping on my rights to own this:

Seriously, what is the genesis of this brainwave? Is this something to prevent real guns from looking like toy guns or vice versa? That does make sense actually, but it seems like something which is hard to write into a reasonable law.

No person shall manufacture, distribute, transport or import into the state, possess, offer or expose for sale or give away any handgun that is coated with a color other than chrome, military camel, black, gray or nickel.

Some people are just determined to make laughingstocks of themselves.

Er? Say what? How does preventing Joe Schmo Law Abiding Gun Owner from painting his Megaman-themed Racegun light blue have the slightest bit of a dadgum thing with protecting cops or citizens?

"Look out, Tom, that guy's got a hot-pink 870, I hear the pinkness makes their bullets go faster!"

Discrimination based on color...

Do the unacceptable firearms have to sit in the back of the bus, or use separate drinking fountains, or restaurant entrances?

Seems we've seen this kind of color-based thinking somewhere else... watch the smoke coming out of their ears when you point that out.

Women like pretty guns

Don't forget that a lot of folks are terrified of 'black' guns, and we had a ban on certain rifles simply due to appearance.

My wife was very hard to convert to pistol shooting.... UNTIL I took her into a gun shop and she saw a "Pretty" little P-22. I've seen elsewhere that these 'pink' guns or race guns would get women and non-shooters to overcome the fear of looking stupid and ask "What is that???" and as such, served as converstation starters, and such.

Don't overlook the 'unintended consequences' of such silly laws, and don't for a minute think that it couldn't be for such a reason.

People who are scared to death of my S & W 4506 will beg to shoot my S&W P-22A, simply because it 'looks neat' (it has a milled slots in the barrel with contrasting black and stainless)

Boy, am I glad I live in North Carolina..... :neener:

Now would Color Case Hardened guns (especially ones with that finish that only imitates the appearance of color case hardening) be banined up here?
"coated in a color other than chrome......."
Since when is Chrome or Nickle a color?

You are correct.

The "PS" in front of the proposed bill indicates that it was proposed by the Public safety Committee -- which jumps to the beck and call of the Department of Public safety (which in Connecticut means the State Police).

By coincidence, I was standing at the counter of the range and gunshiop where I shoot when someone faxed a copy of this idiocy to my FFL, then called him to talk about it. So while they were talking I looked at it. Seems in Connecticut proposed bills must have a statement of purpose at the end. What do you suppose the purpose of this bill is? I don't remember the exact language but, believe it or not, the purpose of this bill is ... to ban colored guns.

Imagine that! Who'd a thunk it?
