I'd echo cfullgraf's first post. The Lyman 49th manual is a favorite for many.

I've had pretty good luck with IMR4895 in 223 and 308.

I don't like recommending progressive presses for beginners. If you invest in a quality single stage press you will use it forever and find out that most of rifle loading is brass prep off the press itself. Handgun is a different story but it doesn't take that much more effort to load say 100 roundz on a single stage vs progressive.

I second the idea of a Lee turrent press. You can take the autoindex off and use it like a single stage when starting, or rotate the turrent by hand and put the auto index back on later if you want.
