I agree that if the gun is out of the box new it might take a few hundred rounds before it truly comes into it's own. My Savage was like that. There are tiny imperfections in any barrel (well almost any barrel) that will cause slight accuracy problems until they get knocked down. The thing is a slight accuracy problem at 200 yards can easily translate to an inch bigger groups.
 
I have leupold std steel rings and bases. I called Cooper firearms today. They were very helpful to talk too. Gave me their suggested factory round which was the federal gold match 168 bthp. I will get some. In the mean time I changed from a 20 power scope to a 32 power today. I shot a 3/4 inch group and a 1 1/4 inch group. Guess I can't hit what I can't see. I can't wait to reload for it. I ordered Sierra bullets today.
How could you not see with 20x scope? Sounds like you are getting used to the gun. So if you were able to mount your spotting scope to the gun groups would be even smaller lol? I shot 2-3 inch groups with norinco steel cased 308 in my M1A at 200 yds using peep sites a little smaller ones with H-Bar AR 15 using issue sites
