Could soft armor ever stop a rifle bullet?

To find out if there are any conditions under which soft armor could reasonably be expected to stop rifle ammo, we fired 7.62x39mm M67 FMJ through a Windshield into a CATI level IIIA armor panel backed by clay to measure back face signature in the even the round is stopped.
