CVA 1862 Police pocket

I have a Connecticut Valley Arms kit replica of a Colt 1862 pocket navy with a brass frame. This is a unfinished kit with all parts I think. When the hammer is drawn back the cylinder will not rotate and the hammer will stop with abought 3/8 in of travel. The cylinder can be rotated by hand with the hammer in the stopped position. With the hammer in the stopped position, if the cylinder is moved to the right 1/4in the hammer can be drawn to full cock and rotate the cylinder.

The hand and spring seem to be in good condition as does the bolt, bolt and trigger spring and the trigger. There is a .002 to .003 cylinder gap.

Unable to take any pictures at this time. Will post later if I can determine how.

Seems like the hand is hitting the cylinder lugs too low?

Any help or suggestions will be greatly appreciated.

Turn it upside down with the muzzle pointed down, does it cock properly? If so that little flat spring on the hand is broken or gone. If you don't figure it out PM me and we can discuss fixing it.
