CVS declares first victims ahead of time

As an unarmed security officer who was until recently under 21. I can share a few thoughts.

1. His simple presence DOES deter some crime.

2. While being armed would be nice its an insurance nightmare for most companies.
His simple presence does deter shoplifting, but it does not deter one iota an armed robber who knows the guard is unarmed, and there are some pretty smart criminals out there.

What can we do to make it an insurance nightmare for establishments that prevent people from defending themselves?
 
It doesn't really deter any crime in general but it does move the crime to other (less potentially bothersome) stores. So that store is less likely to face armed robbery.
 
A problem with using hairspray,canes etc. for weapons is that thy would have to be purchased or written off for "store use" or supplies before being used or the user could face termination of employment.
