A .223 rifle, preferably bolt action or single shot, with iron sights, possibly tapped for scope mounting, preferably polymer stock and stainless, short overall length and low cost (not sure what this means, but nothing over 500$). The only thing I came up with was the NEF ultralight handi youth in .223 with irons and tapped, polymer stock but blued finish. The concept is a beefed up chipmunk style rifle in .223 (stuck on this cause sufficient power accuracy and cheap with minimal recoil), a good knock around gun. Anything out there?
 
Check out the Savages. And don't buy the first gun you see, shop around for a while. I've been looking around for a month and finally picked up a Savage model 11FXP3 on Wed. for $450. Very accurate at 200+ yards.

Recoil- 2 out of 10 (10 being the heaviest)
Accuracy- 1 inch groups at 215 yards (if not smaller)
Scope- Simmons 3x9x40- Works for what I'm using it for
Noise- 7ish out of 10 (can't really compare it to anything, first centerfire rifle besides a 30-06, but its got a pretty respectable nosie to it)
Stock- Feels fine
Price- Got a pretty good deal on it

Savage also makes a Model 10. I'm looking at a 10GY which is Youth, but it has a wood stock and you're wanting polymer. You could put this rifle in a polymer stock too.
 
I hadn't though of Savage, should check the gun store for any used guns as well. Thanks for the ideas.
 
You can generally find some deals on the used end of the rack. Just be sure it's what you want. Oh, and be aware that some guns are on the used rack because somebody thought they messed it up, when they could have either disassembled and reassembled, or they could have fixed it for very a small price of parts. You can get some good deals with those, as I have. Also, it IS POSSIBLE take a used rifle that cost less and add the features you want and have less in it, sometimes, than you would have had in a whole new rifle. You just have to know what stuff costs.

not a poly stock, but it has the features you asked for and should come in under your $500 mark (pay no attention to MSRP)
