Shot a Keltec P-17 at the range today. We often read about people that need a pistol that is easy to operate.
Slide was easy to rack. Good sights and trigger. Lightweight if it matters. Digested a magazine of my junk rounds without issue. Actually fun to shoot
Only down side I found was the magazine seemed difficult to load.
17 rounds of 22 long rifle in a easy to rack and shoot pistol that is dirt cheap might be the gun your relative or spouse needs and would actually practice with.
 
I have one that is a suppressor host. Haven't fired it much, but I noticed it ran fine with subs.
 
I bought one of those when it first came out. Fun little gun. Made the mistake of letting my wife shoot it, now it belongs to her. I replaced it with a Taurus TX22, been happy with that one too.

Perhaps there is a Maglula to help with loading the magazines. They sure make some which speed my mag-reloading.
 
The only reservation with any .22 auto for defense is the round itself (not that it is much of a stopper unless placed behind the ear).
In an auto, a malfing round will tie up the gun, and .22s, make no mistake, do malf.
If you have to use a .22 for anything serious, use a revolver.
That's not to say the KelTec wouldn't be fun to shoot for grits and shins.
