If the air is very dry, I could see this happening. Rubbing with anti-cling wipers would probably work.
I am in the Sonoran desert and have had no static problems, but I could see in a very cold and dry environment.
I also keep all my case reloading indoors and all the dirty case prep work for the garage.
The only problem I have is my CM is right under the fan, so I always use the wind-shield.
I also have the original plastic powder pan. It had a real static-cling problem, so I sprayed it with a graphite coating. Worked perfect and the kernels all slide out easy.

I have also seen that… including when I would move my hand close to the scale and the numbers would change. I took aluminum foil and coved a large part of the top of my bench then ran a wire to the ground on the electrical socket. To make any static charge drain slowly I put a 100K 1 watt Resistor in line, that way if I am the object holding the charge it will not create a spark when I touch the aluminum.

I work on carpet so if air is very dry i will spray it with a little water.
I also like noylj's graphite coating ideal!

This works for me, it is not instruction for others.
