Equivalent target size calculation

I'm trying to set up a pistol range with 20" wide steel targets that simulates the same width of the Army M9 target when viewed from 25m. The math is escaping me, so before I start drawing scaled diagrams, I wanted to see if anyone here can help me out.
 
I use minutes of angle. I don't know width of the Army M9 target, so I'll use an NRA bullseye target for illustration.

At 600 yards, the aiming black is 36" wide (6 MOA). At 100 yards, that target should be 6" wide (6 MOA) to properly replicate the 600 yrd target.

Just figure out how many MOA the M9 target is and make your reduced target the same MOA at 25m.
 
Might want to take a look at the Appleseed targets ... might be an idea to be gleaned there.I think their sizes are simulations of the rifle target for use at 25 yards to simulate 100 to 500 yards.
 
It’s all proportional. An M9 is (according to my googling) 24 inches wide. Yours is 20. That means you need to put it 25*20/24 meters away to be the same apparent size. That is 125/6 or 20 5/6 meters. Sorry if I misunderstood the problem. If you’re talking about the width of the silhouette part of the target, you’ll need to measure that and replace the “24” I used with that number (and the distance will become greater). Just be sure you use inches for both widths—you can use meters for the distance.
 
I’m sorry, on rereading I get the notion you may have been asking how wide to make the target for a chosen distance. Same deal but rearrange the terms, which gives you Bwana John’s equation.
 
Put your 20" wide steel at 28m to approximately equal the scoring portion of the M9 qual target at 25m.

Using 19.5" wide for the " E" type target, I get 28 yards, or 25.6 meters
I couldn't find a stated width for the scoring portion of the E target. I found a picture of one on an Amazon ad that gave the width of the entire target and scaled it from the product photo. *shrug*
