Re the above, two things.

First, an example of "ancient history". Please remember that all history has something to offer to those now around.

The original legislation, a local D.C. ordinance was enacted in 1976, the significance of which might occur to some, with the permission and blessings of the bunch of Congress and Senate Critters then in office. Some of them might still be there too. Remember that The Congress (House and Senate) have final say over all laws that local government in D.C. might enact.

Second, an example of recent history, last year, as I remember. There was a bill before The Congress to do away with this local ordinance. A more recent bunch of Congress Critters, most still in office, failed to pass this legislation.

Actually, there is a third aspect of or to this "issue", that being STANDING. I'm not myself learned in the law. Having said that, how the hell does one satisfy these regal judges as to one's STANDING. Hopefully, something less than a dead body would suffice, but looking at things ongoing, that presumption seems less than certain.
