It is.
If you are actually interested in a gun, of course he will cut the tie and let you check it out. If you want to check out ammo, of course he will let you.
But the zip-tie keeps all the teenagers who wander in (18+, no doubt.) asking to check out "assault rifles" from doing anything stupid, and if that doesn't dissuade them, I'm sure the pistol does.
I know I feel safer there than Gander or Dicks. Plus, nobody has ever aimed a weapon at me in his store.
