Gas seal or wad first?

I'm soon gonna be starting to reload my own buckshot and the recipe asks for a 1/2 fiber wad and a BPGS gas seal. What order do they go in the shell? I'm guessing its the wad first and then the BPGS.

Gas seal wad has to go over the powder to seal the gas.

Fiber 1/2" wad is hull filler on top of that.

Shot goes in last.
