Range rules for California or Massachusetts probably are strictest, and would be most appreciated.
Before anyone asks; I tried asking the people who approve them up here, and the bureaucracy is Byzantine, right down to unlisted phone numbers. A pessimist would suspect the system is designed to ensure no approvals are granted, as the requirements a location must meet will not be disclosed until a location is selected. So I'm looking at other places to get an idea.
